Fred Tipson

Fred Tipson joined Microsoft in 2004 as Director for International Development and Senior Policy Counsel in Washington, DC. Prior to that time he was an Executive Director at the Markle Foundation in New York, working on an ICT for development project with the United Nations Development Programme.

Fred spent fourteen years in the international services business of AT&T and two years as Director of Regulatory Affairs in Cable & Wireless - Hongkong Telecom. He has been a Senior Fellow and an International Affairs Fellow at the Council on Foreign Relations. From 1979 to 1984, he was counsel to the Senate Foreign Relations Committee under Jacob K. Javits of New York and then Charles H. Percy of Illinois.

Fred received a J.D. and a Ph.D. in Foreign Affairs from the University of Virginia, a Master's in International Relations from Yale and a B.A. in History from Stanford. Fred and his wife, Laura, have three grown children and live on Capitol Hill.
