Strengthening Governance in Georgia
The Governance Reform Program for Georgia (GRP) has been created with the aim to provide support to the Government of Georgia in its efforts to undertake a package of governance reforms in the “Rose Revolution” aftermath.
The GRP has been coordinated by UNDP and administered in cooperation with Development and Reform Fund (DRF) under the President of Georgia. The initiative was launched with UNDP and Open Society Institute (OSI) funding in the beginning of 2004 with Swedish International Development Cooperation Agency (SIDA) joining during the year. The DRF was established by the law adopted by the Parliament of Georgia on 14 January 2004, which charged the entity with advancing the following objectives:
(1) Promotion of institutional and civil service reforms;
(2) Implementing measures for provision of adequate salaries for civil servants;
(3) Retraining of civil servants.
At its initiation, the programme pursued the achievement of the goal thorough the following outputs:
Output 1: Assistance to the Government in administering of salary supplements as a key anti-corruption measure (Salary Supplement Fund - SSF);
Output 2: Assistance to the Government in strengthening its governance capacity through provision of policy advice and technical assistance (Capacity Building Fund - CBF). Given component included strengthening capacities of DRF as well.
